Temporary recommendations (Article 15);
a) If a Public Health Emergency of International Concern is occurring, the Director General of WHO shall issue Temporary recommendations according to Article 49, may be modified or extended after it has ended and other temporary recommendations may be issued for preventing or detecting its occurrence.
b) States Parties experiencing the International Emergency of International Concern shall implement health measures to prevent or reduce the International spread of disease and to avoid unnecessary interference with International traffic.
c) Temporary recommendations are terminated after three months since issued and may be modified or extended for more three months.
Standing recommendations (Article 16);
They are made by WHO for periodic or routine application of health measures according to Article 53 to prevent or reduce the international spread of disease and minimize interference with international traffic and can be modified or terminated.
Criteria for Recommendations (Article 17);
Considerations by Director General of WHO for issuing, modifying or terminating Temporary or Standing recommendations;
a) Views of the States Parties directly concerned with the Public Health Emergency of International Concern.
b) The advice of the Emergency Committee or the Review Committee.
c) Scientific principles.
d) Health measures undertaken.
e) Relevant International Standards and Instrument.
f) Activities undertaken by other relevant Intergovernmental Organizations and International bodies.
g) Other appropriate and specific information relevant to the event.
Recommendations with respect to persons, baggage, cargo, containers, conveyances, goods and postal parcels;
1. Recommendations with respect to persons issued by World Health Organization to States Parties (Article 18);
a) Review travel history in affected areas.
b) Review proof of Medical examination and any Laboratory analysis.
c) Require Medical examination.
d) Review proof of Vaccination or other Prophylaxis.
e) Place suspect persons under public health observation.
f) Implement Quarantine or other health measures for suspect persons.
g) Implement Isolation and Treatment where necessary of affected persons.
h) Implement tracing of contacts of suspect or affected persons.
i) Refuse entry of suspect and affected persons.
j) Refuse entry of unaffected persons to affected areas.
k) Implement exit screening and or restriction on persons from affected areas.
2. Recommendations with respect to baggage, cargo, containers, conveyances, goods and postal parcels issued to State Parties;
a) Review manifest and routing.
b) Implement inspections
c) Review proof of measures taken on departure or in transit to eliminate infection or contamination.
d) Implement treatment of baggage, cargo, containers, conveyances, goods, postal parcels or human remains to remove infection or contamination, including Vectors and reservoir.
e) The use of specific health measures to ensure safe handling and transport of human remains
f) Implement quarantine or isolation.
g) Seizure and destruction of infected or contaminated or suspect baggage, cargo, containers, conveyances, goods or postal parcels under controlled conditions, if no available treatment or process will otherwise be successful.
h) Refuse departure or entry.
